  • The Indian Councils Act (1909) substantially increased the strength of legislative councils - the Imperial and provincial .
  • For the Imperial, the Supreme Council, the number of additional members was raised from 16 to 60. 
  • For major provincial councils, the number was raised to 50 and for minor provinces it was fixed to 30.
  • The Act also increased the number of Executive councillors in the three major Presidencies - Bombay, Madras and Bengal.
  • Representation of Indians in the Council of Secretary of State and Governor General. 
  • Indians were now appointed as members of the Secretary of States' Council (1907) and members of the Governor-Generals' Council (1909).
