The Council is collectively responsible to the Lok Sabha. It is the duty of the Prime Minister to communicate to the President all decisions of Council of Ministers relating to administration of affairs of the Union and proposals for legislation and information relating to them. President is bound by the advice of Council of Ministers. This means that real powers are with the council of Ministers. President is only a nominal head. The members of Lok Sabha keep a watch on the working and performance of council of ministers by asking ministers questions and discussing their performance through debates in the Parliament.
